Necessity
.. the concept of “necessity” as involving an assessment of what was reasonable and practical and the notion that what is necessary will depend on the context of the case ... the term “necessary” should be given its ordinary meaning—that is, when viewed objectively, there must be some reasonable and justifiable rationale such that the layoffs were necessary in the context in which they arose.
