Approval Exemptions, O. Reg. 525/98 to the
Ontario Water Resources Act, R.S.O. 1990, c. O.40] defines a sewer as a “system of pipes, drains and appurtenances”. In other words, it requires a “system” made up of all three to meet the definition. The use of these terms implies that a sewer is primarily an enclosed system made up of pipes, with access by way of drains and catch basins, rather than water flowing in an open ditch with an occasional culvert to channel the flow.
