There is no doubt that the delay in this case is inordinate in the extreme. It has been 19 years since the cause of action arose (and 20 years since the representations were made) and 17 1/2 years since the action was commenced. To say that this action has proceeded at a snail's pace would be an understatement and a disservice to snails.
