Phrase of the Week - Proficiency in English

Proficiency in English

Proficiency in English

In assessing whether an accused has proficiency in English, this court is mindful that proficiency in English is not one and the same as broken English, some proficiency in English, or conversational English that does not allow the person to fully appreciate English words in the way in which it would be required for full participation in a trial.
