Use A Hand-Held Cellular Telephone
The phrase “to use a hand-held cellular telephone” ... does not include just holding the device in the hand though. . . . . . Using the telephone is more than just talking on the phone. Looking at a screen and waiting for a message to appear can be “using” it. Picking up a phone to check the time is “using” it.
